Caroline is a highly experienced senior policy maker and practitioner, specialising in skills and technical education policies and programmes and stakeholder engagement for national and local Government and sector bodies.
Up until January 2021, Caroline was Partnership Manager for CITB in London. She dealt with a wide range of employers and stakeholders in ensuring the construction sector has the skills it needs to meet demand in construction projects. This included building place based responses to skills challenges and apprenticeship recruitment. Prior to this, she was Head of Policy, Governance and Stakeholder Recognitions at City and Guilds focusing on international, national and local policy issues on skills and technical education. Previously, Caroline was Assistant Director at the UK Commission for Employment and Skills (UKCES) leading skills programmes for industry such as the Employer Ownership pilot and the occupational standards and apprenticeship programme. Past roles include CEO of a National Training Organisation and senior lecturer in a FE College. She also holds a MA in Management from the University of Manchester.
Caroline’s main passions are improving the opportunities for young people from all backgrounds through a world class alternative to university education and harnessing employer leadership around place based responses to skills challenges.
